Empty Position Not Reflecting In Company Directory Although Option Has Been Selected In HR_TREEBLD

Symptoms
After Applying the PRP 29448715 which included the Bugs 29448715, 29465754, 29476723 and 29483865 although the option to include Empty positions were selected, Empty positions were not actually present in the tree that it created (COMPANY_DIRECTORY).
The issue can be reproduced at will with the following steps:
1. Build Direct Reports Tables for all access type, Full rebuild (Navigation : Set Up HCM > Common Definitions > Direct Reports for Managers > Direct Reports Tables Build > Direct Reports Tables Build)
2. Build Company Directory Tree (Navigation : Set Up HCM > Common Definitions > Org Chart Viewer > Tree Builder Run Control), Select Allow Empty Position.
3. Build Company Directory Index HC_HR_COMPANY_DIRECTORY1 for Full Index (Navigation : PeopleTools -> Search Framework -> Administration -> Schedule Search Index)
4. Goto Company Directory
5. Empty Positions are not shown.
