With multiple Line Requisition on Final Approval email notifications does not get triggered when all the lines are approved together

Environment Setup
1) Line Level Workflow Setup with two steps with generic criteria
2) Take Action on Line Completion is checked

Steps to Reproduce the application behavior
1) Create a Req US001/203 with 3 lines
2) submit for Approval
3) Approver 1 approves Line#2 only
4) Approver 2 approves Line#2 Step 2 only
5) Email is triggered for Line #2 only for On Final Approval Line Level as expected!
6) Create Req US001/xyz with 3 lines
7) Submit for Approval
8) Approver 1 approves all Lines at Step 1
9) Approver 2 approves all Lines at Step 2
10) Approvers receive only one notification for last line (Line#3) on Approval
Notifications for Line#1 & Line#2 On Final Approval (Line Level) is not generated!
