Cross Plan Validation Is Not Limiting Options if the Employee Is Moving into a New Benefit Program in Fluid Open Enrollment (Doc ID 2617480.1)

Symptoms

New Benefit Programs were created for the new year. In both Programs, Spouse AD&D and Child AD&D plans are cross-plan dependent on specific Employee Supplemental AD&D plans. For employees in the old Program, when an employee using Fluid Open Enrollment opens either Spouse or Dependent AD&D for election, only the single Plan which is valid based on the employee's elected Employee Supplemental AD&D plan and the Waive option are available; the Select buttons for all other plans are grayed out. When an employee who has been moved into the new Program in this Event opens either Spouse or Dependent AD&D for election, all Plans plus the Waive option are available for selection.

Steps to reproduce the issue:

     1. Create a new Benefit Program by cloning the old one (Navigation: Set Up HCM > Product Related > eBenefits > Life Event > Benefit Clone Utility).
     2. Adjust the Eligibility Rules for the two Programs appropriately so that no employees are eligible for both Programs (Navigation: Set Up HCM > Product Related > Automated Benefits > Eligibility and Event Rules >
         Eligibility Rules Table).
     3. Change the Eligibility Rule on the new Benefit Program (Navigation: Set Up HCM > Product Related > Base Benefits > Program Structure > Benefit Program Table).
     4. Create Open Enrollment events for employees being moved to the new Benefit Program (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
     5. Open Open Enrollment Activity Guide (Navigation: Employee Self Service > Open Enrollment tile).
     6. Complete steps necessary to proceed to Benefits Enrollment.
     7. Select Spouse or Dependent AD&D for election (Spouse or Dependent AD&D card).
