Text Catalog Message Displays on the Benefits Enrollment Self Service Page Before Effective Date of the Message (Doc ID 2617509.1)

A new effective-dated message was added for a Text ID in the Text Catalog. The Effective Date was set as the day after the Open Enrollment election window closed, i.e., for example, Open Enrollment window closed 11/8 and Text Message Effective Date is 11/9; however, it appeared on the classic Self Service Benefit Enrollment page on 11/8 before the Open Enrollment window closed.

Steps to reproduce the issue:

     1. Enter a new message on a Text ID with an Effective Date after the Open Enrollment window is to close but before the January 1 start of the new enrollment year
         (Navigation: Set Up HCM > Common Definitions > Text Catalog and Notepad > Maintain Text Catalog).
     2. During the Open Enrollment window, open Self Service classic Benefits Enrollment (Navigation: Self Service > Benefits > Benefits Enrollment).
