Symptoms
When entering Leave hours in the History tab for an FMLA leave (Family Medical Leave Administration) for an employee with multiple FMLA leaves, the Entitlement Summary is blank and a warning is received even though the employee will gain eligibility for further FMLA hours during the current leave.

Warning – Total leave scheduled exceeds employee’s Entitlement. (3000,221)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. FMLA Plan is configured as Roll Back with 12 weeks of entitlement
2. First leave request is 4/1/2018 to 12/31/2018 8 weeks (320 hours)
3. Second leave request is 2/5/2019 to 9/1/2019 4 weeks (160 hours)
4. Third leave request begins 9/3/2019 with hours being entered on the History tab as of 9/10/2019
