Symptoms
On : 9.2 version, Taxes
User ran the payroll calculation(PSPPYRUN) and it failed with the following payroll error message 000018 "State Tax Data Not Found":

The issue can be reproduced at will with the following steps:
1. Tax Distribution has two States that one of the States is not indicated on Employee Tax Data
2. Run paysheet creation
3. Run payroll calculation
