ELM 9.2: When Enable Waitlist is Disabled in Maintain Classes, Available Waitlist Seats Appear in Administer Class Rosters

Symptoms
When Enable Waitlist is disabled in Maintain Classes if the Waitlist Capacity field contains a value > 0 Available Waitlist seats appear on the Administer Class Roster page.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > Catalog > Maintain Classes. Open class with Class code: e.g. Cen-107
2. Scroll down to Waitlist groupbox. Deselect Enable Waitlist and leave Waitlist Capacity = 25.
3. Navigate to Enterprise Learning > Learner Tasks > Administer Class Rosters.
4. Open the class with Class code: Cen-107. Available Waitlist seats are shown.
