Symptoms

 Email is not triggered when user completes self assessment in ePerformance module


The issue can be reproduced at will with the following steps:
1. Login as Employee

2. Self-Service > Performance Management > My Performance Documents > Current Documents > Current Performance Documents and Submit the self evaluation.
