PSCBLCS.mak and INASBLxx.mak Compile Doesn't Work on Release 9.2 With PS_CUST_HOME

Symptoms
In a Campus Solutions 9.2 Environment set up with a separate PS_CUST_HOME, running PSCBLCS.mak or the individual INAS .mak routines such as INASBL20.mak does not work if the INAS compile instructions are followed which specify to invoke the routines from PS_CUST_HOME. In this scenario, many errors such as 'No such file or directory' will appear in the log file, and none of the INAS programs will compile; though most or all of the other programs will compile successfully.
Both compile routines can be executed successfully invoked from PS_APP_HOME instead, however in that scenario any custom code in PS_CUST_HOME doesn't get compiled.
