GPJP: Value Not Cleared From Reason Field on Maintain Social Ins Data JPN (Doc ID 2632694.1)

On the Maintain Social Ins Data JPN page, after selecting "Other" and enter Reason then save it,
when selecting other than "Other" (blank or Living abroad or Short Term Regident) on the Reason for not Reporting Residential Address field
then save it,The entered value remains in the GPJP_SC_PYE_DTA.GPJP_NO_PERS_RSN field.
Since Reason field should be used when selecting "Other" on the Reason for not Reporting Residential Address field,
it should be cleared.

This issue can be replcated with beloww step:
1. Select "Others" on the Reason for not Reporting Residential Address, and enter Reason then save it.
2. Select blank on on the Reason for not Reporting Residential Address and save it.
