Unable to complete certain Personnel Action Requests (PAR Actions) for legal Authority ZTR

PeopleSoft HCM 9.2 introduced 1/1/2009 effective dated rows in PS_GVT_AUTH_VAL_1 table for certain Legal Authority codes (ZTR). This is causing an issue when processing certain PAR actions effective prior to 01/01/2009 as the Legal Authorities are not available in the lookup for selection.


The issue can be reproduced with the following steps:
1. Navigation: Workforce Administration>Job Information>HR Processing USF
2 . Enter Effective date prior to 01/01/2009 , NOA code : 500 ,  Authority(1): ZTR not found in prompt
