EGL 9.2 Mass Journal Delete Does Not Show Correct Fiscal Years when Clicking on Fiscal Year Look Up

Symptoms
When doing a lookup in fiscal year on mass journal delete (General Ledger -> Journals -> Process Journals -> Delete Journals in Mass) the fiscal years are not showing for the SetID, BU combination entered, but rather for a different SETID/BU combination.
STEPS
---------------
1) go to Mass Journal Delete
2) Click on lookup in fiscal year
NOTE: When development removed the fiscal year look up, they also removed the Business Unit To field (so you couldn't do a range of business units because it was the combo of the fiscal year and the range of business units that was causing the problem on the page.) At the time the range was removed, the recommendation was to use General Ledger -> GL Workcenter -> Mass Delete Journals navigation instead. However, many customer's took issue with the BU range being removed, and therefore with a subsequent bug, the business unit range was restored to the page.
