Affordable Care Act (ACA) Merge Process Error: No Matching Buffer Found For Level (15,26) (Doc ID 2634737.1)

Symptoms

When using the ACA Merge process for employees or POIs with no employee transmittal data, if the Process From Participant List is used, the Review Merged Transmittal Data page will error and the Covered Individual Data page of the ACA Employee Transmittal Data will not be populated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add data for a POI to Review Employee Data Load, Review Employee Amount Load, add Review Covered Individual Load (Navigation: Benefits > ACA Annual Processing >
  Create ACA Form Data > Review Employee Data Load and Review Employee Amount Load and Review Covered Individual Load).
2. Run the ACA Data Merge (Navigation: Benefits > ACA Annual Processing > Create ACA Form Data > Merge Other Data Sources).
3. Review the Data Merge Messages (Navigation: Benefits > ACA Annual Processing > Create ACA Form Data > Review Merged Messages).
4. Review the merged data (Navigation: Benefits > ACA Annual Processing > Create ACA Form Data > Review Merged Transmittal Data).
