Benefit Elections Changed in Fluid Open Enrollment after the Event Is Initially Finalized Are Not Processed by Benefits Administration

Symptoms
Employees submit elections during the Open Enrollment window and the event is then Finalized through Benefits Administration. Employees go back in to their Open Enrollment event using Fluid Open Enrollment and make changes. benefits Administration does not process those new elections.
Steps to reproduce the issue:
1. Employee makes elections for Open Enrollment in Self Service (Navigation: Employee Self Service > Open Enrollment tile).
2. Benefits Administration runs to finalize the Open Enrollment Event (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
3. Employee changes their elections for Open Enrollment in Self Service(Navigation: Employee Self Service > Open Enrollment tile).
4. Benefits Administration runs again to finalize all open Open Enrollment Events (Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing).
