Symptoms
When attempting to import spreadsheet journal, the following error occurs:
Replication Steps
1. Dept ID 21100 has effective dated rows as follows
- 11/05/2019 Inactive
- 01/01/1900 Active
2. Enter spreadsheet journal with above Dept and Journal Date 09/25/2019
3. Attempt to import

Note: Journal entered and Edited online runs successfully for above scenario.
