Symptoms
When attempting to run PC to PC Allocations, the following error occurs:
Steps to Replicate
1. Create Prorata with Record Basis Allocation Step
2. Pool and Basis data from PROJ_RESOURCE record
3. Target and Offset should include a Group By field and Transaction Id mask
4. Request Allocation
5. Transaction Id is updated with mask value before mask is incremented, leading to unique constraint
