Symptoms
While Attempting to Apply FSCM Image 35 the System is Erroring with "Change Package was not created, see invalid file references."
The issue can be reproduced at will with the following steps:
1. Upload a target DB to a PI35 Image
2. Define a change package with all updates not applied (a Get Current).
3. From Change Assistant, try to Create Change Package for that newly defined get current package and it will fail at Validating File References.
