ECM: Import Financial Sanction List Does Not Load EU Sanctions List if Based Out Of XSD Schema

Symptoms
Import Financial Sanction List (IMPORT_FILES) process runs to Success when trying to load the EU Financial Sanction List xml file based out of the XSD schema but no data is loaded into the SDN_HEADER and SDN_ENTRY tables.
Previously, the EU Financial Sanction List xml file was based out of DTD and the process worked fine. However, since it is now based out of XSD, not rows are inserted into the SDN_HEADER and SDN_ENTRY tables.
Steps:
1. Download the EU Financial Sanction List xml file based out of the XSD schema, from the Financial Sanctions Database - FSF platform.
2. File Name = 20190521-FULL-1_1(xsd).xml
3. Navigate to Banking > Financial Sanctions > Import Financial Sanction List
a. Specify the file name downloaded from Step 2
b. Layout = EU
4. Run IMPORT_FILES
5. IMPORT_FILES runs to Success
6. Through SQL, check the SDN_HEADER and SDN_ENTRY tables
7. No data is loaded into these tables from the above process
