For Employees in a New Pay Group, Event Maintenance is Failing with Error 000196 - Based on the Event date being processed, the Pay-Begin-Date for the current pay period cannot be determined from PS_Pay_Calendar (Doc ID 2652454.1)

Symptoms

When a newly rehired employee is assigned to a new Pay Group, the Benefits Administration process fails with the following error:

  Message ID 000196
  Based on the Event date being processed, the Pay-Begin-Date for the current pay period cannot be
  determined from PS_Pay_Calendar. Establish the missing periods in the pay calendar. (MSGData1:
  Company; MSGData2: Pay-Group; MSGData3: Event-Dt)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Rehire an employee in a new Pay Group (Navigation: Workforce Administration > Job Information > Job Data).
2. Run On-Demand Event Maintenance to process the Benefits Event for the rehire (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
