When Browser Window Size Is Less Than Full Screen, MSS Employee Snapshot Job Detail, Performance, and Other Popups Do Not Resize As Expected and Therefore Contain Scroll Bars (Doc ID 2660320.1)

Symptoms

Popup pages on the MSS Employee Snapshot navigation don't resize when browser page is not monitor size.
This is not Small Form Factor display, but rather a browser window on a desktop display which is less than the full monitor size.

This is a follow-on to Bug 29957421 - MSS EMPLOYEE SNAPSHOT COMPENSATION FLUID PAGES NOT RESIZING CORRECTLY
Bug ID 29957421 identified the  Current Salary and Salary History only pages to be fixed.

This Bug is for all the remaining Tiles under MSS Employee Snapshot, which are also not resizing.  Specifically mentioned are:
-Job Details Tile
-Performance Tile
-Job Competencies Tile
-Development History Tile


The issue can be reproduced at will with the following steps:
1.  Set a browser window to half the size of the monitor
2.  Login as MANAGER
3.  Click on MSS > Employee Snapshot Tile
4.  Select an Employee
5. Click the Job Details Tile
6.  Note that the pop-up window has horizontal and vertical scroll bars, requiring user to scroll to see all data/buttons.
7. Return to the main page and click the Performance Tile
8.  Note that the pop-up window has horizontal and vertical scroll bars, requiring user to scroll to see all data/buttons.
9. Click the Job Competencies Tile
10. Note that the pop-up window has horizontal and vertical scroll bars, requiring user to scroll to see all data/buttons.
11.  Click the Development History.
12. Note that the pop-up window has horizontal and vertical scroll bars, requiring user to scroll to see all data/buttons.

Because of this issue, users must know to scroll, which is an inconvenience resulting in possible loss of data or buttons will be missed.
