After running Express Putaway, Reservation and creating Back Orders successively, process Order Release (IN_FUL_RLS) fails with Unique Constraint Error at Step IN_ORD_RLS.GetCReqH.GetLnCom.

Steps to Reproduce the Issue:

1. Create an item.
2. Make express putaway for quantity 2.
3. Create requisition and add line comments. The quantity requested is 9.
4. Run Auto selection.
5. Run Inventory Demand process.
6. Run Reservation process.
7. It creates backorder for 7.
8. Make Express putaway for 3.
9. Run Reservation process. It reserves line 2 and creates back order line 3 for quantity 4.
10. Make express putaway for 3
11. Run Reservation process. It again creates a back order line.
12. Run Order release process.
