Symptoms
On Maintain Programs Pages tabbing the links and icons across the top of the pages is out of order.
Steps to replicate the issue:
1. Login as admin, enable screen reader
2. Navigate to Enterprise Learning > Catalog > Maintain Programs - select a program
3. Across the top of the page is a series of links: Tabbing across the links it skips from ‘Delete’ to ‘Return To Search Page’, then loops back to ‘Save’, ‘Create New’, ‘Clone’, and ‘Delete’.
