E-AS: Unable to Login Into Peoplesoft After User Session Timeout Inactivity With "ORA-12541: TNS:no listener" Error in Application Server Log (Doc ID 2667226.1)

After a user session inactivity application server hungs and stops logging messages into the logs.
In the application server logs (APPSRV_MM_DD.log in <PS_CFG>/appserv/<DOMAIN_NAME>/LOGS) the following error messages are returned:

File: SQL Access ManagerSQL error. Stmt #: 2 Error Position: 0 Return: 12541 - ORA-12541: TNS:no listener
GenMessageBox(200, 0, M): SQL Access Manager: File: SQL Access ManagerSQL error. Stmt #: 2 Error Position: 0 Return: 12541 - ORA-12541: TNS:no listener
GenMessageBox(0, 0, M): Database Signon: Could not sign on to database <-Database name-> with user <-UserName->

The "database listener" was getting stopped at the same time.

To check the database listener condition one has to:
- Navigate to "$ORACLE_HOME/bin/".
- Type into terminal "lsnrctl status".


Steps

The issue can be reproduced at will with the following steps:
1. Wait for user session inactivity.
2. After this check if login into PeopleSoft is working.
3. Check also if the application server is updating the log.
