Requester Workbench Does Not Close Requisitions When Closing Some Lines First - Requisition Header Does Not Change to Complete (Doc ID 2670205.1)

Symptoms

Requester Workbench does not close some Requisitions. This happens if some lines are closed, some open, and the Requisition is qualified for closure. When we close the remaining lines, the Requisition Header is still in Approved status.
 
Steps to Reproduce the Issue:

  1. Create requisition, copy requisition to PO, dispatch PO.
  2. Try to close the requisition by lines. From Requisition 000000182 we first close lines 1 and 4.
  3. Then close all lines, but the requisition header status is still Approved.

OBS:  If we try to close Requisition by its header, it shows as Not qualified for closure. We can close the requisition through PO_REQRCON process in Close Requisitions page.
