COBRA Coverage Cannot Be Terminated Early for Non-Employee COBRA Participant when Empl Rcd/Benefit Record Number is Not 0 (Doc ID 2671467.1)

Symptoms

When trying to terminate Cobra coverage for Health Benefits for non-payment, the Coverage Begin Date on the termination row in Health Benefits is not updated on the record of a non-employee COBRA participant when his/her Empl Rcd/Benefit Record Number is not 0. No message is received that this date is being updated.

Steps to reproduce the issue:

     1. Terminate the COBRA coverage of a non-employee participant with an Empl Rcd/Benefit Record Number of 1 (Navigation: Benefits > Administer COBRA Benefits > Terminate COBRA Coverage > Terminate Participant).
     2. Check the COBRA Health enrollment record (Navigation: Benefits > Administer COBRA Benefits > Enroll in Benefits > Health Benefits).
