In Activity Guide Template, Even Though "Lock Step After Complete" Is Set To “No”, User Cannot Add Further Attachments After Completing Onboarding Step. (Doc ID 2672987.1)

Symptoms

When an employee goes to the Onboarding Summary step, and marks the Attachments step as COMPLETE, and goes back to the Attachment step, the "Add Attachment" button is grayed out.

This is unexpected behavior, because the "Lock Step After Complete" is set to NO in Activity Guide Setup.

The issue can be reproduced at will with the following steps:
1. Assign the delivered OBDCAN1 Onboarding Event to an employee
2. Go into Templates, and verify the Attachments step in the template doesn’t have “Lock Step After Complete” turned ON.
3. Sign in as the employee that you assigned the template to, and start the Onboarding
Process. Click on the Attachment Step, then Click on the Summary step, and mark the Attachment step as COMPLETE.
4. Now go back to the Attachments step, and user notice that the Add Attachment button is greyed out. This step is not configured to “Lock Step After Complete”
