Future Rows Does Not Add Correct Effective Sequence On Job When Using Fluid Position Management (Doc ID 2674273.1)

Goal

Future rows does not add correct effective sequence on job when using fluid position management

Job rows are not getting added with correct effective sequence when user add multiple effective sequence row using a future effective date on fluid position.

This issue is only occurring for future effective rows and only when seq number is greater than 1. Why is this happening?

Steps:
1.Login as PS(Super User)
2.Go to workforce Administration dashboard > Position Management Tile > Manage Position Tile.
3.Select any position and add 3 future effective rows on same effective date (eff seq 0, 1, 2).
Approve the rows
4.Go to Fluid position and user will see all 3 rows approved with correct reason code and changes
5. Go to job and only 2 rows will show up where 2nd and 3rd rows changes are merged into one row.
