E-WF: Forward Applicant Email Fails With "Java.io.FileNotFoundException: <File Path>/Test?n_test.docx (No Such File Or Directory)" if the Attached Resume Filename Contains Accent Characters (Doc ID 2677954.1)

Symptoms

Users are attempting to forward applicant information via email from the HCM recruiting page. When doing so, they found that the email is not triggered if the resume attached has accent characters in the filename, and the following error is seen in the application server log. 

The issue can be reproduced using the following steps:

1. Log into PIA, and navigate to the HCM Recruiting page.

2. Forward an applicant with a resume containing accented characters in the filename.
