Symptoms
The Security Clearance page searches on EMPLID returns an old value of PER_ORG from EMP_RCD = 0, but EFFDT and HR_STATUS from latest EMPL_RCD=1.

User navigating from ADMINISTER_WORKFORCE > Personal Information > Security Clearance > has no way to select the correct PER_ORG.
The issue can be reproduced at will with the following steps:
1. Login as PeopleSoft Admin
2. Go to Workforce Administration > Personal Information > Security Clearance >
3. Search EMPLID
4. Page opens >
5. Finding: appears to default to the empl_rcd = 0.
