AP: Getting "Runtime Error 52: Bad FileName or Number" When Running Excel Upload For Voucher Process Using OneDrive (Doc ID 2680876.1)

Symptoms

On PeopleTools 8.57/FSCM 9.20

Recently began using Microsoft OneDrive. After doing so, users uploading vouchers from Excel occasionally receive the following error. Users also noticed that the error occurs if the Vchrlog.xls is not open prior to uploading a Voucher. 

 The issue can be reproduced using the following steps:

1. Set up Microsoft OneDrive.

2. Attempt to upload a Voucher from Excel, but keep Vchrlog.xls closed.
