The Benefits Administration Process is Terminating the Employee's Benefits Enrollment Instead of Automatically Enrolling Them into a New Benefit Plan (Doc ID 2688798.1)

When an employee has a change to their Job Data that makes them ineligible for their current benefit plan but eligible for another benefit plan, their benefit enrollments are terminated unexpectedly instead of being enrolled in the newly eligible plan.

The issue can be reproduced at will with the following steps:
1. Insert a Job Data row and adjust Elig Config Field 5 to allow eligibility in a new Leave Plan. Navigation: Workforce Administration > Job Information > Job Data > Benefit Program Participation page
2. Run Benefits Administration process. Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing
