Goal
Why Fluid Tiles Under Procurement Operations page Shows "You are Not Authorized for this Page" With All Access
Steps to Reproduce the Issue
1) For a user without PeopleSoft Administrator/ Portal Administrator Role
2) Navigate to Procurement Operation Fluid Homepage
3) Fluid Tiles (specifically Supplier Watchlist Tile shows 'You are not authorized for this page ' error, even though all setup of permission lists (EPPO5000/PTPT1000) is complete.
4) After clicking it is working as per expectation. So functionality is working
5)So, basically, the image on the Tile is not showing anything but ' You are not authorized for this page'
