Direct Reports Tables Build Process, HR_DRPT_BLD, Goes into Infinite Loop When POIs have Direct Reports

Symptoms
The Direct Reports Tables Build process remains in Processing status, and AE Step: HR_DRPT_BLD.4ByPosn.Step02b2 is stuck in an infinite loop, after getting current to PUM Image 33 and there are POIs with Direct Reports.
The issue can be reproduced at will with the following steps:
1. Navigate to Set Up HCM > Common Definitions > Direct Reports for Managers > Direct Reports Tables Build
2. Run HR_DRPT_BLD
3. Note process does not complete and is in an infinite loop
