Symptoms
When On-Demand Event Maintenance is run for a rehire event to record an employee's elections, the process fails with the following error:

ORA-01400: cannot insert NULL into ("SYSADM"."PS_HEALTH_BENEFIT"."EFFDT")
Steps to reproduce the issue:
1. Run On-Demand Event Maintenance for the employee (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
