Benefits Administration Is Not Enrolling Employees in Default Benefit Plans

Information in this document applies to any platform.
A new employee was not defaulted into enrollment in the only Leave Plan for which they were eligible when the new hire event was finalized.
Steps to reproduce the issue:
1. Process an employee's new hire event through to Finalized - Enrolled (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
