Symptoms
The PSSpreadsheet RangeApplyStyle method does not apply styles consistently. It converts styled cells with a background color to cells with black background fill. Border styling is ignored.
The issue can be reproduced at will with the following steps:
1. Create a spreadsheet that has one worksheet named PSSTYLESHEET.
2. In that worksheet, enter the styles to be used in the final excel file. Set some of the styled cells with borders and/or background color.
3. Execute PeopleCode that generates cells based on the styles defined in the PSSTYLESHEET worksheet.

4. Note that the resulting cells are not styled as expected. Cells with border got filled with black background color and the borders are ignored.
