Fluid Delegation Framework Create Delegation Request Allows Assignment Of a Start Date In the Past (Doc ID 2712439.1)

Goal

Fluid Mode Delegation Request allows any Start Date.  

This is a departure from Classic Mode, which does not allow a date prior to today.   

Has there been a functionality change?

The behavior may be replicated with the following steps:

1.  Login as uSER

2.  Go to EO > Delegation> Create Delegation Request

3.  In the Delegation Request Wizard, enter a Start date = <date earlier than today>,  click Next

4.  Page allows the creation of a new Delegation Request with a back-dated Start Date.
