Symptoms
The Mandatory Enrollments Process enrolling Learners in Classes that are older versions or inactive when the Class Codes have the same value.
Steps to Replicate Issue:
1. Log in as an Administrator
2. Navigator > Enterprise Learning > Learner Tasks > Mandatory Learning > Mandatory Enrollments
3. add a new run control and on page select checkbox for the process for all classes.
4. Then, view enrollments for a Mandatory Learning Class with inactive status with the minimum effective date
and notice Learners are enrolled.
