Symptoms

The System does not Generate a Push Notification when a Pending Requisition is Assigned to a New Approver

The issue can be reproduced at will with the following steps:
1. Create Requisition
2. Submit the requisition for approval
3. Navigate to eProcurement>Administer Procurement>Maintain Workflow>Monitor Approvals.
4. Enter the Approver name and select Search
5. Enter New Approver
6. click Reassign Selected
7. Login as Reassigned approver
Issue : Push notification is not created for the requisition approval
