Requisition Comments are not Inserted in PS_COMMENTS_TBL when Copying Requisition

Symptoms
Requisition Comments are not Inserted in PS_COMMENTS_TBL when Copying Requisition
The issue can be reproduced at will with the following steps:
1. Navigate to eProcurement -> Manage Requisitions
2. Select a requisition that has line comments
3. From the drop down menu, choose Copy Requisition
4. In the new requisition, click the Edit comment bubble for Line 1
5. Modify the existing comment
6. Click Save for Later
7. Return to Manage Requisitions and open the new Requisition
8. Click the Requisition line comment bubble icon
Issue : The comment field is blank.
