EPY: State Tax Data Is Forwarded From Previous Effective Date When Employee is Rehired or Transferred. (Doc ID 2723985.1)

Symptoms


Whenever the employee is rehired or transferred to a different company, the below columns in PS_STATE_TAX_DATA table (for all states except CO, UT, NM, ND) are getting carry-forwarded from previous record.

SWT_MAR_STATUS
SWT_ALLOWANCES
SWT_ADDL_AMT
SWT_ADDL_PCT
SWT_ADDL_ALLOWNCES


Step to reproduce the issue:

1 - Find an employee who lives and works in a  state different from CO, UT, NM, ND. Using MD as example.

 - Navigate to Workforce Administration-> Personal Information->Biographical-> Modify a Person and verify in the Contact Information page, if the home address is in MD.

 - Navigate to Payroll for North America-> Employee Pay Data USA-> Tax Information-> Update Employee Tax Data and verify the State Tax Data:

  Special Tax Status  is "Do Not Maintain Taxable Gross and Do Not Withhold Tax", Tax Status is 'N' and Withholding Allowance is "zero".

2 - Terminate the employee in Job Data page (Workforce Administration-> Job Information-> Job Data)

3 - Rehire the employee in Job Data, on the same company, tax location and home state.

4 - Upon successful rehire, the state tax data is carry-forwarded from previous record.

Per the Maryland state rules(used in the example), the default value for tax status should be 'S' ( Single) and Withholding allowances should be '1'  and Special tax status should be 'None'.
