E-COB: 'Micro Focus License Manager service is not running' (Doc ID 2725778.1)

Issue:

The site is switching from Micro Focus Net Express 5.1 to Visual Cobol as the cobol compiler. The site installed Visual Cobol for Visual Studio 2017 and licenses on a new development server. Recompiled all cobol using Visual Cobol on the development environment server. Subsequently, per Doc ID 2715831.1 the site installed Cobol Server for Windows product and associated runtime license on the test server which is hosting the process scheduler and where cobol processes will be run. The compiled cobol files were copied to this test environment, stopped/started process scheduler and cleared it's cache. Upon running a simple cobol test program PTPDBTST, the following error is seen in the log file.
