Symptoms

Email Notifications to Users contain "$: {Template Variable number}" instead of the expected value for the Template Variables.

For Example:

 {in the Email Notification to User}: 
 
Transaction name:$:5
Employee id:$:3
Employee Name: $2
Employee rcd:$4  


Steps to Replicate the Issue:

1) Create a scenario that causes an On Error Event such as no User contains the 'AWE Administrator' role. 
2) Log In as a Manager and do a transaction GSSReportingChgEmployee
3) An email notification is generated for the On Error Event and sent to the User. 
    Notice that the email notification User receives contains "$: {template variable number}" instead of the expected value for the Template Variables.
