When the COBRA Administration process is run with "Process Overage Dependents" checked it should drop overage dependents as of the 1st day of the next month, however, the process is failing with a unique constraint error on employees who has a dependent that turns 26 in December, and during Open Enrollment the dependent was dropped with an effective date of the first of the year.

The issue can be reproduced at will with the following steps:
1. Run COBRA Overage process for a date in December to generate the error. Navigation: Benefits > Administer COBRA Benefits > Manage Automated Participation > Qualify Event/Proc Enrollment
