E-PC/E-AE: AE Action Plugin Page Is Not Listing the Application Engine Action in the Drop Down for Application Engines with Effective Date Other than 01-01-1900

Symptoms
When attempting to add new Plugins to Application Engine Step AP_APY2050.MAIN.Step01, the Action Drop Down field is blank.
The issue can be reproduced at will with the following steps:
[Using FSCM 9.2 PUM Image# 37 on PT 8.58.05 as example]:
1. Navigate to PeopleTools > Application Engine > AE Action Plugin.
2. Open Application Engine AP_APY2050.
3. Enter MAIN for Section.
4. Enter Step01 for Step.
5. Expand DropDown action. Note that it is blank.
