EPY: CT PFML Taking .5% On FICA On Some Cases And Others On Total Gross

Symptoms
CT PFML Taking .5% on FICA on some cases and others on Total Gross. It seems the samples we had are those per diems. If they have per diem earnings, they are calculating from Total Gross.
CT PFML should not be looking at the expense earnings that is being paid on the check.
The issue can be reproduced with the following steps:
1. Pay an employee that includes per diem earnings (expense earnings) - Payroll for North America>Payroll Processing USA>Update Paysheets>By Payline
2. Ensure that the employee UI and Resident is tied to "CT" and the FMLI Status is "Subject" - Payroll for North America>Employee Pay Data USA>Tax Information>Update Employee Tax Data
3. Run a payroll calculation - Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll
4. Verify the amount being taken for CT PFML - Payroll for North America>Payroll Processing USA>Produce Payroll>Review Paycheck.
