On Benefits Enrollment Summary Page, the Submit Enrollment Button Is Being Covered by the Instructions Text (Doc ID 2745192.1)

When an employee select the Benefits Enrollment tile to make elections for an Event, the page displays properly and the Submit Enrollment button is active. If, however, the employee opens any Plan Type tile, upon return to the Benefits Enrollment page, the Submit Enrollment button becomes inactive if the text instructions have been modified and are longer than the original.

The issue can be reproduced at will with the following steps:
1. Employee selects Benefits Enrollment tile (Navigation: Employee Self Service homepage > Benefit Details tile > Benefits Enrollment tile).
2. Employee selects any Plan Type tile.
3. Employee clicks Cancel to return to the Benefits Enrollment page.
4. The Submit Enrollment button is inactive.
