E-CRM: Email Solution with Attachment Not Sending

Symptoms
When a Self Service User attempts to email a solution that contains an attachment, the following error occurs.
Error Message:
We are unable to send the Email now. Please try later.
Steps to reproduce:
- Login to CRM Employee Self Service
- Select HR Service Center
- On the Search for Answers section, select a Solution that has the attachment. If there is no solution with attachment, add an attachment first to the existing solution via Solutions > Search Solutions
- Click the Email Solution button
- Enter an email address to send the solution to. Ensure the Include Attachment is set to YES
- Click the SEND button -- error is displayed.
