E-PN: Push Notification Red Flag Does Not Show Up on Top Right Hand Corner of the Page

Symptoms
After configuring push notification, when running the AEMINITEST the alert is not showing on the top right hand of the page under Flag > Alerts.
The issue can be reproduced at will with the following steps:
1. Configure Push Notification.
2. Navigate to PeopleTools > Process Scheduler > System Process Requests page.
3. Create a run control.
4. Run AEMINITEST App Engine.
5. Notice that the sliding window on the right bottom of the page appears.
6. The alert is not showing on the top right hand of the page under Flag > Alerts.
