ETL92: TL_QUANTITY Incorrect In TL_COMPLEAV_TBL First Accrual In Year

Symptoms
After processing the first accrual in the new year, tl_quantity hours in tl_compleav_tbl that showing last week of last year after first accrual for year 2021. For example, employee took 8hrs on 12/31/2020 and payroll was processed and the Leave accrual process run for 01/01/2021. Balance in Leave accrual table is correct but not in TL_Compleav_Tbl. Employee should have 8hrs carry forward hours but in Timesheet page showing zero hours.
Steps to Recreate:
1. Report leave hours in last period of 2020 on the timesheet.
2. Process payroll and run Leave Accrual.
3. Balance in Leave accrual table is correct but not in TL_Compleav_Tbl
